1.　butは「not only」との呼応に注目したり、「upon」の一致に注目したりすれば、２つのupon句を繋いでるなってわかると思います。
2.　かっこの中には「such」が当てはまります（もしかしたら別解があるかもだけど）。
such 名詞 as to Vで「～するほどの…」（≒such 名詞 that S V）。
so 形容詞/副詞 as to Vとセットで覚えるやつ。※suchとsoの後に来る品詞が違います。

ただ火星人をきびしく断罪する前に、自分たち白人が無慈悲で徹底的な殺戮をしていたことを思い出さなければならない。バイソンやドードーなどの動物を絶滅に追い込んだだけじゃなくて、劣っているとみなした人種も虐殺したんだ。タスマニア人はヒトとしては白人と似た姿だったのに、ヨーロッパからの移民がしかけた絶滅戦争で、50年間で完全に根絶やしにされてしまった。もし火星人が同じ精神で戦争をふっかけてきたとして、わたしたちイギリス人は不平を言えるほど慈悲の心があったかなぁ。
