数段落前に中尉がWokingに向かっていたがあれはあくまで避難誘導のためで、このByfleet Station周囲を第１防衛線として、防衛陣地を築くつもりだな。
水路を越えて開けたところに構築されている。セオリー通りといえるだろう。

画像の右側から敵が攻めてくるんだけど、ditch（溝）で足止めをしつつ、rampartの上に置かれた大砲を浴びせるってイメージだね！

1.　赤アンダーラインは、直訳だと「それは雷に対する弓と矢のようなものだ」。「それ」というのは、「火星人に対する12ポンド砲」のことです。説明問題として出されたら、「雷に弓矢では到底対抗できないように、火星人に12ポンド砲ではまったく勝ち目がないということ」くらいでまとめてあげればいいでしょう。
2.　赤の’aven’tを書き言葉に直すと、haven’t。
3.　青アンダーラインについては、every now and then（ときおり）が挿入されてることに気づけば、stop to V（手を止めてVする）の形が見えると思います。
なお、the men diggingと後置修飾の形になっていますが、the digging menとしてしまうと「いつも穴を掘っている男」という意味合いが出てきますので、一時的動作を表すものとして後置修飾しているわけです。

全訳

さらにウェイブリッジ目指して進むと、ちょうど橋を越えたところに、白い作業着を着たたくさんの兵士が長い防御陣地を急いで築いていた。そしてさらに多くの砲が控えていた。
「結局、雷に弓矢で立ち向かうもんじゃないかな」とミッちゃんが言った。「この兵士たちはレーザービームをまだ見ていないじゃないか」。
あまり積極的に指揮を執っていない士官は、立って南西の梢の方を見ていた。穴を掘っている人たちは、ときおり手を止めて同じ南西の方角を見つめた。
