1. 青アンダーラインは、going to and froを消して、thanのあとに省略されている語句をあえて補うと、「there were far more people than all the boats could enable people to cross the Thames」となります。enable O to Vという語法がわかっていれば、enableのあとに比較対象の「people」が抜けていることが容易にわかるでしょう。
全訳
ここでは、興奮してやかましい避難民の群衆に出くわした。まだこのパニックになって避難しているわけではなかったが、往来するボートが渡せる限度よりはるかに多い人が押し寄せていた。人々は重い荷物を背負って息切れしながら来ていた。ある夫婦はなんと物置小屋のドアを2人で持って、その上に家庭用品を積み上げていた。シェパートン駅から逃げるつもりだと言ってきた人もいた。
それにしても避難の際にこんな大荷物なんてもはやコントだろ
ドアの上に物を乗っけて運ぶとかｗ
