1. オレンジのitが指しているものは、Any～explosivesかな。it was hopedをもとの位置に戻すと、It was hoped that any further…となるわけです。
2. 青のran the reportの意味を推測すると「報道が伝えるところでは」「新聞に載っているのは」あたりですかね。
3. 赤のカッコ内に入る前置詞一語はof。of every/some/any descriptionの形のdescriptionは「type」と置き換えると読みやすいです。「この種の…」という感じ。
ここでは「of the strangest and gravest type」なので、typeを訳に入れるなら「比類なく奇妙で深刻な」くらいでしょうか。

全訳
落下した他の円筒宇宙船も、HE弾（そのとき急いで製造され支給されていた）を命中させられれば、直ちに破壊できるはずだという希望的観測があった。間違いなく奇妙で深刻極まりない状況ではあるけれども、パニックにならないように、メディアは大衆に呼び掛けていた。「火星人がこの上なく変で気持ち悪いのは確かだが、我々の人口数百万人に対して火星人は多くても20人もいないのだ」と。
