2. 赤のfiveの後に省略されてる単語はMartians。
3. 青カッコ内に入る前置詞一語はof。dispose ofで「処理する」ですね。ここでは be disposed ofと受動態になっています。
4. 緑のカッコ内に入る動詞一語はtaken。「take measures」で「対策をとる」「処置を講じる」あたり。
5. 茶色のandが繋いでいるものは、the safetyとthe abilityかな。assurancesに繋がりますし、the＋名詞単数形 で重みが一緒です。
全訳
軍当局は合理的に推論していた。円筒宇宙船のサイズからみて、各々の宇宙船にはせいぜい5体しか乗っていないはずで（合計15体）、少なくとも1体（もっとかもしれない）は殺されている、と。危険が迫っているのだと大衆に繰り返し警告し、脅威にさらされている南西の郊外の人々を守るため、軍は綿密に対処していた。そして、「ロンドンは安全であり、われわれ当局はこの難局を乗り越えることができると確信している」と繰り返してこの声明は終わったが、実があったかは怪しいものである。
the public would be fairly warnedのwouldは「過去の習慣」だろうか。「よく～したものだった」ということで「繰り返し」を表しているのだと思ったがどうだろうか。
「reiterated* assurances* of the safety of London and the ability of the authorities to cope with the difficulty」はもろに名詞構文だな。
reiterate that we can assure you that London is safe and the authorities are able to cope with the difficult situation.
