1. 緑のthatの働きは同格。feelingにかかりますね。feelingやhopeなど、派生前の動詞でthat節をとれる名詞は同格のthat節が使えるんでした。
2. 青アンダーラインを並び替えると上のような感じ。「be to blame for～の責任がある」「dispose of～を処理する・捨てる」というパーツをキーにして、incapableから派生したincapacityでうまく繋いであげるといいでしょう。
3. 紫のitの指しているものはa noise of heavy firing。
全訳
そのころ、街の人々は「こんなにたやすく侵略を許した責任は軍当局にある」という感情を強く持っていた。午後８時ごろ、ロンドンの南側のいたるところで、遠くからの砲撃音が聞こえた。妹は交通量の多い主要通りにいたため、聞くことはできなかった。でも、静かな暗い通りを抜けてテムズ川まで歩いていくと、とてもはっきりとその砲撃音を認識できた。
